You could probably get by with less than 100 military factories but Im picky about my military setup with different tanks and different types of artillery and aircrafts is why I need alot of military factories. I focus on building up an empire before I switch over to military. I dont keep an eye on the factories really too busy keeping an eye on performance but I usually have more civilian factories than military factories playing as USA starting out. As USA late game with Extensive Conscription (5% recruitable pop.) and Total Mobilization (-3% recruitable pop.) you should be okay with civilian factories and should be spamming military and weapons of mass destruction.
I only played as Belgium (part way) and USA. Which country you playing as? Each country has a different starting point none of them should be the same.
